/admin/organization/teams holds your departments and teams. Assign members to them from the directory, and the org chart at /admin/organization/chart is drawn from the result. Teams can nest, but they don't have to.
Teams are also what the Hiring Manager role is organised around — reviewing candidates and pipelines for their own team — so they're worth setting up early.
