Consent is checked again at export time. A candidate who withdrew consent since you last looked is left out of the file, even though the list on screen may not have refreshed yet. Reload the page and the counts will match.
Selection. The export covers the rows you selected; select all to export everyone in the current filter.
Cohorts are aggregate. The cohort summary is counts and trends, never people, and groups smaller than five show "–".
Every export is logged — who exported, when, and how many rows — so it's always possible to show what left the system.
